What SAMSA enforces at the Cape

Unlike Panama, Suez, or Bosporus — the Cape has no transit toll. But SAMSA runs active PSC inspections at Durban, Cape Town, Richards Bay, and Port Elizabeth. Here's what triggers action.

    📋

    96-Hour ISPS Pre-Arrival Message

Marine Notice 12 of 2008 requires all vessels calling South African ports to file an ISPS pre-arrival message at least 96 hours in advance. The message must include ISSC details, current security level, and last 10 port calls with security levels at each. Missing or late submissions result in port entry denial.

    🔒

    ISPS Code Certification

All vessels 500 GT and above on international voyages must hold a valid International Ship Security Certificate (ISSC) issued by their flag state. SAMSA inspectors verify ISSC validity, Ship Security Plan currency, and security drills log during PSC inspections. An expired ISSC is automatic grounds for detention.

    👮

    Ship Security Officer (SSO)

A designated SSO must be on board for all international voyages. The SSO must hold a valid SSO certificate recognised by the flag state. SAMSA PSC inspectors routinely check SSO certification and interview the officer. Acting SSOs without certification are a deficiency trigger — particularly at Durban, which has elevated inspection rates.

    📍

    Last 10 Port Call Declaration

The pre-arrival ISPS message must list the last 10 ports of call with dates and the security level in effect at each port. Gaps in this record — or ports where security level is listed as unknown — are flagged by SAMSA's system. If any previous port was at Security Level 2 or 3, additional supporting documentation is required.

    📄

    Ship Security Plan (SSP)

The SSP must be kept current and approved by the flag state. SAMSA inspectors check SSP approval date, confirm the plan includes Cape route-specific threat assessments if applicable, and verify it has been reviewed following any security incident in the past 12 months. Outdated SSPs are among the top 3 IOMOU deficiency categories.

    South African Port Obligations

Vessels calling Durban (the Cape's primary commercial port) face the region's most active PSC inspection regime. SAMSA participates in the Indian Ocean MOU (IOMOU) which enables coordinated targeting of high-risk vessels. Deficiencies found at any IOMOU port are visible to South African PSC officers before your vessel arrives.

What gets ships detained at South African ports

SAMSA operates under the Indian Ocean MOU — deficiencies follow your vessel's flag record across the region. These are the real detention triggers.

    42

Sea Lord — Durban, November 2025

A single inspection recorded 42 deficiencies. Combined ISPS, ISM, fire safety, and structural findings. Vessel detained for 5 days at Durban. Off-hire cost estimated at $180,000+ before the deficiency list was cleared. The inspection was triggered by a late pre-arrival message.

    #1

    ISPS / Security Document Failures

The top detention category in the IOMOU region. Expired ISSC, missing SSO certificate, outdated Ship Security Plan, and incomplete port call records account for over 30% of all Cape-area detentions. South African PSC inspectors prioritise security documentation above structural deficiencies.

    3–7d

    Typical Durban Detention Duration

A PSC detention at Durban averages 3–7 days to clear deficiencies. At $20,000–$40,000/day off-hire for a typical bulk carrier, a single detention event costs $60,000–$280,000 before port fees, re-inspection charges, and commercial penalties for late delivery.

    IOMOU

    Cross-Region Deficiency Visibility

South Africa participates in the Indian Ocean MOU (IOMOU) covering 23 member states. Any deficiency recorded at an IOMOU port follows your vessel's flag record and becomes visible to inspectors at subsequent IOMOU port calls — including Durban, Port Elizabeth, Cape Town, and Richards Bay. A bad inspection in Colombo increases your targeting probability at the Cape.

The Sea Lord Detention — Durban, November 2025

⚠️ Real PSC Detention Event — IOMOU Record

42 deficiencies. 5-day detention. A late pre-arrival message triggered it.

In November 2025, the bulk carrier Sea Lord arrived at Durban following a Cape of Good Hope transit from Europe. The vessel filed its SAMSA ISPS pre-arrival message 71 hours before arrival — 25 hours short of the 96-hour requirement under Marine Notice 12 of 2008.

The late filing triggered a targeted PSC inspection. Inspectors found 42 individual deficiencies across security documentation, fire detection equipment, ISM non-conformities, and crew certification records. The vessel was detained under SOLAS and ISPS Code provisions.

The 5-day detention to clear deficiencies and pass re-inspection resulted in estimated off-hire costs exceeding $180,000, not including port fees, re-inspection charges, and contractual penalties for late cargo delivery. The initial trigger was a filing deadline missed by 25 hours.

Cape of Good Hope compliance questions

What are the SAMSA ISPS pre-arrival requirements?
Under SAMSA Marine Notice 12 of 2008, vessels must submit an ISPS pre-arrival message at least 96 hours before entering a South African port. The message must include: vessel name and IMO number, current ISPS security level, ISSC certificate details (expiry date and issuing authority), last 10 port calls with dates and security levels, any security incidents in the 12 months preceding the transit, and Ship Security Officer name and contact. Non-compliance results in port entry denial.
Does the Cape of Good Hope have a transit toll or slot system?
No. Unlike Panama, Suez, or Bosporus, there is no toll or slot booking system for rounding the Cape of Good Hope. The compliance burden is SAMSA ISPS enforcement and PSC inspections at South African ports. Vessels not calling a South African port are not subject to SAMSA pre-arrival filing, but must maintain valid ISPS documentation for flag state compliance.
What PSC inspection risks exist at South African ports?
South Africa's PSC authority operates under the Indian Ocean Memorandum of Understanding (IOMOU). Durban has one of the highest inspection rates in the IOMOU region. Common deficiencies triggering detention include: expired ISSC, outdated Ship Security Plan, missing SSO certification, fire detection and firefighting equipment faults, ISM non-conformities, and structural deficiencies. The Sea Lord case (November 2025) recorded 42 deficiencies in a single Durban inspection.
How many vessels round the Cape each year?
Approximately 20,000–25,000 vessels transit the Cape of Good Hope annually — around 2,000 per month. Traffic increased significantly from 2023 as operators re-routed away from the Suez Canal due to Red Sea security concerns, with some estimates suggesting Cape route traffic doubled in 2024–2025. The Cape route adds approximately 7,000–9,000 nautical miles versus Suez Canal routing.
What is SAMSA Marine Notice 12 of 2008?
SAMSA Marine Notice 12 of 2008 (updated) establishes the pre-arrival ISPS security notification requirements for vessels entering South African waters and ports. It requires the 96-hour advance ISPS pre-arrival message and specifies the mandatory fields. It is South Africa's domestic implementation of the ISPS Code (SOLAS Chapter XI-2) adopted after 9/11. Non-compliant vessels face port entry denial and are automatically flagged for targeted PSC inspection on their next call.
Are these compliance tools really free?
Yes. The compliance checker on this page, the requirements table, and the Cape Compliance Guide PDF are permanently free — no account, no credit card, no email required for the checker. The guide download requires an email address (so we can notify you of SAMSA requirement updates).
