Direct authority submission requires verified authority access

CanalClear currently validates and prepares packages. Whether an operator submits through a portal, email, or another authority channel depends on the waterway and the status shown on the Authorities & Coverage page.

Authority portals and email channels may not provide a verified acceptance signal to CanalClear. Status polling is PLANNED and should not be inferred from an outbound delivery response.

Validation can identify missing or inconsistent fields before submission. Automated rejection parsing and resubmission are PLANNED, not current capabilities.
